    Overview:

    ACS Professional Staffing is looking for an employee to work on-site with our client. The Business Systems Analyst positions will also serve as a primary dedicated help desk function and technical Subject Matter resource to collaborate with a 3rd party software provider to resolve software issues outside of the firewall, and system accessibility issue in the remote area. The position will also provide project management assistance, facilitating and coordinating costly, high visibility, complex vegetation and sensitive transmission related projects that require vegetation mitigation support along with system administration. This position will actively engage and collaborate with different stakeholders to ensure business processes are in alignment to satisfy overarching agency's strategic plans and NERC FAC-003 standard regulatory requirements.This full-time position is located in Vancouver, WA.

    Because we are a federal government contractor, we have special restrictions placed on us for hiring foreign nationals into certain key positions within the company. This particular position requires U.S. citizenship.

    Responsibilities:

    • Facilitate the tasks and system enhancements activities by clearly understanding the business needs, defining the scope, and identifying the dependencies on other initiatives, to facilitate the effective utilization

    • Assist in planning, coordinating, scoping, scheduling, and resource planning for the following projects:

    • Vegetation Scheduled and Corrective Maintenance projects for 13 districts.

    • Geospatial Light Detection and Ranging (LiDAR) Survey for Vegetation Encroachment Analysis.

    • Summer Readiness Patrol projects may include Not Patrolled (NP)/Not Patrolled Closely (NPC) list.

    • Coordinate Vegetation Management and Forestry activities including required, upcoming, and on-going support from the Contracting Office, Geospatial Services, Survey and Mapping, Real Property Field Services and Real Property Valuation, Environmental and IT Services.

    • Analyze and identify project risks. Monitor for risk triggers throughout the life of the project and implement risk response

    • Compile and report out planned project work estimate vs. actuals, including accrual of work costs within budgeted time periods.

    • Monitor any changes to project scope to confirm that the project schedules are reflective of changes.

    • Reassess risks at key milestones throughout the life of the project and develop a plan of action to mitigate newly identified risks.

    • Gather statistical data, perform analysis, summarize results, and generate various types of reports and provide recommendations to help better formulate data-driven decision making.

    • Monitor progress of assigned projects to track timelines, milestones, deadlines, deliverables, and targets.

    • Forecast and recommend appropriate project resources to fulfill project needs.

    • Periodically monitor and track current resource commitments to verify they are adequate to meet project demands

    • Monitor business activities for compliance with applicable NERC FAC-003 rules and regulatory requirements. Serve as the organization's data steward to monitor, track, and verify operating processes and procedural documents are created or revised to remain current when regulations change.

    • Serve as a data steward for the account user configurations, data schema management, monitoring, tracking, and maintaining the data integrity of VMS.

    • Communicate with a wide variety of technical and business experts in both individual and group setting. Communication may include navigation and facilitation of conflict resolution efforts.

    • Perform a variety of work involving system analysis, data architecture, program configuration, set-up, and enhancement implementation, assisting administration of systems for acquisition, storage, and retrieval of data for VMS.

    • Provide end-user refresher training for internal and external users with a wide range of computer proficiency; develop step-by-step process documentation and an on-line training tool for process consistency and efficiency.

    • Develop and maintain an issue tracking log on SharePoint to keep record of open end-user issues and/or system defect details for enhancement or patch fixes.

    • Provide quality data management and stewardship.

    • Review the logical top-level design for applications and information systems provide results

    • Develop process automation and/or enhancement of business systems such as SharePoint InfoPath workflow and Power BI tool to streamline processes.

    • Conduct proof-of-concepts, appropriate modeling techniques to present potential alternative solutions or predicted outcome to allow management to make informed decisions

    • Verify that project software specifications, interface requirement specifications and software development plans are correct and of adequate scope

    • Create or revise procedural documents to reflect any system configuration or functionality changes along with online demonstration and rollout to potential impacted end users.

    • Monitor system performance to provide recommendations for small adjustments or more significant changes that may be needed in the future to continue to mature the program.

    • Monitor, track, and report on all TFBV cost accounts and work progress by utilizing Enterprise Performance Management (EPM) financial tool and Power BI.

    • Compile and estimate monthly and yearly expenditures to the balance sheet for General Accounting organization.

    • Conduct data mining and run queries from various systems with good understanding of business processes to transform financial information for in-depth analysis.

    • Develop and recommend standardized and dynamic reports, dashboards and key performance indicators aligned with business strategies and missions.

    • Validate the accuracy and timeliness of financial expenditure data captured in EPM data cubes and monthly accruals; make appropriate approved corrections as needed.

    • Communicate process and procedural changes to applicable parties, providing training or additional explanation

    Requirements:

    • Associate's or Bachelor's degree in Computer Science, Information Technology, Business Systems, Engineering or a directly related technical field is preferred.

    • With an applicable Bachelor's degree, 8 years of experience is required.

    • Without an applicable degree, 12 years of experience is required.

    • Experience must include direct work experience in a project management capacity, including all aspect of project planning, process development, system implementation, resource planning and execution.

    • Experience should also include demonstrated analyst work experience, requirements engineering and operations management.

    • Project Management Professional (PMP) is required.

    • PMI-Agile Certificated Practitioner (ACP) certification is required.

    • Proficiency with Geodigital WorkStudio Veg Works software / Vegetation Management System (VMS)

    • Knowledge of GIS Enterprise Tool - Geospatial Information System.

    • Experience with MS Office Suite including MS Word, Excel, Outlook, OneNote is required (MS Office 2016 proficiency is required).

    • Advance knowledge of MS SharePoint (including workflow automation development), Project 2016, PowerPoint 2016, Power BI, and Visio.

    • 10 years of IT Project Management experience

    • 2 years of NERC FAC-003 standard compliance and/or audit support experience

    • Experience with System Development and Administrative

    • Experience with Asset Suite and Cascade Asset Management System

    • Experience with Enterprise Performance Management (EPM) Financial data cubes

    • Advance experience with MS Power BI and Excel pivot tables

    • Energy/utility industry experience

    • Professional knowledge of the principles, practices, techniques, and underlying concepts of Vegetation Management which may include Geospatial Service (LiDAR analysis), Survey and Mapping, Real Property Field Services (legal instrument interpretation), experience coordinating projects that include these support services is highly preferred.

    • Familiarity with accrual accounting concept is highly preferred.

    • Experience in all aspects of the software development lifecycle for a high availability environment

    • Knowledge of Lean and/or Six Sigma area

    • Knowledge of and experience working with:

    • Software development Lifecycle methodologies

    • Systems development and maintenance environments

    • Change management concepts and practices

    • Configuration management concepts and practices

    • Project management and coordination concepts and principles

    • Compliance and standards as applied to systems development and program management

    • Experience applying NERC-FAC standards
