    Summary:

    The System Administrator for Operational & Financial Benchmarking is a senior level Healthcare Finance professional with direct responsibility for overseeing benchmarking efforts (external and internal) across the Rush System for Health (RUSH). This includes reinvigorating and enhancing existing processes at Rush University Medical Center (RUMC) as well as implementing and establishing effective processes for Rush Copley Medical Center (RCMC) and Rush Oak Park Hospital (ROPH). This individual will utilize the Vizient Operational Database (ODB) as the primary tool for external benchmarking, including collecting/submitting RUSH data, analyzing RUSH data against comparative data from external peers, utilizing this comparative data to identify performance improvement opportunities and drive labor and expense management improvements. This team member will also have primary responsibility for developing management/administrative governance structures, which will ensure the external benchmarking program is providing value and helping Rush meet financial and performance goals. The person in this role will collaborate with Senior Leadership, Finance Leadership as well as operational leaders across RUSH to ensure appropriate participation in this external benchmarking process. As an integral member of this team, this Administrator will have autonomy in determining the best and most appropriate approaches to support this role. This person should understand the strategic priorities of the organization and how our department's work supports those priorities. In addition, due to the dynamic and evolving needs of the organization, this Administrator should be able to maintain effectiveness, accuracy, and quality in their work product even when experiencing changes in work responsibilities or the environment. Finally, the position should model the I CARE values by taking actions, making decisions, and shaping priorities consistent with the I CARE standards.

    Job Responsibilities:

    1. Develop a system-level approach to Operational and Financial Benchmarking to provide data to help with informed decision making and planning

    2. Responsible for leading the implementation and optimization of the ODB system at all hospital sites and ensuring the operational leaders are trained and equipped to use the system to drive process and performance improvements.

    3. Ensure that the information and structures within the ODB system are solid and reflect operations at each organization. Participate with Vizient staff on implementation/optimization processes and represent RUSH's best interests.

    4. Develop the management and administrative governance structures to ensure the ODB program is providing value and helping RUSH meet financial and performance goals. These governance structures would involve leadership across the organization to ensure that the ODB program is deployed in a consistent and equitable way, across all the facilities. The governance structure would cover, but is not limited to, the following:

    a. The use of ODB data to inform and provide guidance to the annual operations budget

    b. The use of ODB data for the review and approval of new positions to ensure proper hiring practice and attrition management.

    c. The use of ODB data for productivity management and process improvement efforts.

    1. Work with the RUSH Finance team to facilitate the collection and entry of ODB data on a quarterly basis for all the participating facilities and serve as one of the system's contacts for all department managers who require onboarding, training, or guidance with respect to their roles/responsibilities/expectations related to the ODB

    2. Prepare and disseminate reports and coordinate / conduct department manager report training

    3. Help executives and managers interpret reports

    4. Create employee awareness of the benchmarking process

    5. Train and mentor Staff Analyst, who will provide support for these Job Responsibilities.

    6. Function as liaison to Vizient ODB program and for networking with peer hospitals

    7. Set up and maintain user access to the ODB tool

    8. Position will likely require travel to all hospital sites

    9. Performs other related duties as assigned

    Required Job Qualifications:

    • Bachelor's degree (Business, Engineering, Operations Management, Finance, Accounting)

    • Understands how to read, analyze, and interpret benchmarking reports.

    • 7 years experience in hospital finance, management engineering, or decision support

    • 5 years experience with the use of benchmarking information to drive labor and expense management in a hospital process improvement environment

    • Understanding of hospital and healthcare system operations and structures

    • Working knowledge of department level functions/operations.

    • Possesses analytical skills for compare group development and data analysis
