The Risk & Controls Transformation Senior Lead will be responsible for covering multiple programs across the Risk & Control Transformation program group and will report to the Cross-Program Transformation Lead. The Risk & Control Transformation program group is part of the COO organization Regulatory and Cross-Enterprise Transformation team, and is responsible for providing program guidance, review and challenge (quality control) for 18 programs aligned across four initiatives: Enterprise Risk Management, Risk Categories, Controls & Policy Framework, and Data, Technology & Analytics.
This role will focus on the Risk Data components across the Risk and Controls transformation program group, which is designing and implementing enhanced risk management and control frameworks across Citi. The position involves leading the regulatory transformation and credible challenge of the design and execution of Consent Order action plans primarily for the ERM and Risk Categories book of work:
The ERM Program BoW works across principal risk categories and first line business units to drive successful delivery of consent order action plans. Experience in Enterprise Risk cross functional risk capabilities across principal risk types is highly desired. Risk Identification linkages to Scenario Analysis and Stress Testing, Establishment, monitoring and assessing of Risk Limits; Concentration, Exposure and Limit Breach as per Risk Appetite and Limits Framework; Strategic Risk and Risk Assessment of the Operating Plan and Stress Testing.
The Risk Categories Program BoW works across Credit (Wholesale and Retail), Price Risk, and First Line Lending business units to drive successful delivery of Consent Order action plans. Of particular importance will be experience and sound technical knowledge of enterprise risk management activities covering Wholesale Credit Risk (WCR), Price Risk, Retail Risk, and Lending Operations.
Of particular importance will be sound knowledge of enterprise risk management activities; experience of managing and/or reviewing data and technology programs; and a passion for program management combined with the ability to communicate complicated issues and related data rapidly and effectively into concise and actionable information for senior stakeholders.
This role will also involve working with the PMO leads of relevant priority programs to update and maintain a current view of the status of each program, a synthesized view of risks, issues and potential solutions and an assessment of any themes that may emerge across programs.
The role will provide exposure to senior sponsors of the priority programs as well as experience with initiatives that are of the highest priority and visibility within the firm. Individuals must be able to work independently, as well as with teams, and be happy working in a dynamic, fast-paced environment with a 'flat' organizational structure and a 'divide and conquer' approach to distribution of assignments.

Qualifications:
10+ years of relevant experience including Consulting or Project/Program Delivery experience in a risk and control functions and/or regulatory environment, preferably in the financial services industry.
Strong subject matter knowledge of Enterprise Risk Management processes and key concepts related to the end-to-end risk management lifecycle
Knowledge of Citi products, functions, data requirements, operations and technology solutions and an understanding of the challenges associated with the systems and data
Advisory/consultative mindset focused leveraging content knowledge to address issue resolution, risk mitigation and supporting both tactical and strategic outcomes
Excellent interpersonal and communication skills, ability to forge relationships, influence and negotiate with stakeholders across different levels of seniority and across organisation
Ability to proactively identify potential risks and issues that could impact execution of the plan, identifying cross-dependencies and impact of external events (regulatory exams) on the book of work, and developing potential remediation options / path to green
Ability to drive collaboration and coordination across programs and execution teams, openness to ideas and other points of view, ability to connect between stakeholders and drive consensus across differing viewpoints
Critical thinking and problem-solving skills; being able to distil complex subjects into actionable solutions and clearly communicate the path forward
Understanding Risk and Control Self-Assessment approach including the identification and management of operational risk within 1st and 2nd LOD Risk Management,
Knowledge of data quality management and industry standards processes and controls
Understanding of internal audit methodology and approach is a plus.
Articulate and effective communicator, both orally and in writing.
Strong interpersonal skills, with evidence of working in collaboration across large organizations, including a proactive and 'no surprises' approach in communicating issues/requests/escalations.
